Background and Setup
Most American phones either don’t work in Europe, or carriers charge insanely high roaming rates to do so. While the cheapest way to go when traveling is to purchase local SIMs to slot into an unlocked phone, there are plenty of reasons travelers might not be able to do so. We’ve been there. We’ve arrived in Spain on Sunday when the cell phone shops aren’t open. We’ve gotten a SIM card in China all of whose instructions, and whose phone UI, was solely in Chinese. And we’ve spent too long with foreign salespeople with whom we don’t share a language as we’re unable to figure out how to get my smartphone set up for data.

Special roaming SIMs, designed to be slotted into inexpensive unlocked phones, help with that. You can order them before you leave, they work in multiple countries, and they have clear, English-language instructions, robust websites, and tech support.

Maxroam, a product from Cubic Telecom, is one of those SIMs. This one is designed primarily to be used in smartphones, although it works in any phone. We used two Maxroam SIMs on a trip to Germany and Poland, loading them into a Samsung Galaxy Z Android smartphone (borrowed from Nvidia) and a Nokia E6 (3 stars).

The Maxroam SIM comes in a convenient plastic holder with an instruction printout. Each SIM is sized for both regular and MicroSIM slots?just pop out the appropriately sized card. First you need to activate the SIM on Maxroam’s website; then you can pop it into your phone. Your phone gets a U.K. number by default; you can get a local number from a few dozen other countries for prices starting at $8 per month.

Maxroam offers English-language support with toll free numbers in 36 countries. It’s available 24 hours, but only Monday-Friday. There’s also a well-designed 24-hour online portal where you can manage your account and add credit.

Performance
We found the Maxroam SIM easy to set up; we had both cards up and running, including data, within minutes. After adding a U.S. phone number to the card, caller ID showed up as the U.S. number, but we couldn’t receive texts at that number?they had to be sent to the card’s U.K. number. We also forwarded our own U.S. phones’ calls to the SIM’s U.S. number, and they came through just fine.

The SIM might even be a little too easy to use: We tore through data at a fearsome rate. Fortunately, Maxroam’s website quotes data usage in real time, and you get warning messages on the phone when you’re running low on credit. As this is a prepaid card, there’s no “bill shock”?if you run out of the money you’ve loaded, you simply don’t have service until you add some new juice.

Rates
Maxroam’s rates are competitive enough to make limited smartphone usage on the go make sense. As always, comparing roaming rates is a bit of a vortex, and the rates vary from country to country.

The best rates are in Europe, including in Germany and Poland where we were traveling. There, at the time of this writing, incoming calls were 12 cents per minute, outgoing local calls were 52 cents, and data was $1.10 per megabyte?much higher than data costs here in the U.S., of course, but much lower than the $10-$15/megabyte U.S. carriers charge when roaming.

When you leave western Europe, though, things get more difficult. Outgoing local calls in China cost $1.73/minute, and data costs $11.80/MB. In Argentina, you’ll pay a whopping $5.35/minute for an outgoing voice call and $11.80/MB for data. Ouch! This is typical with roaming SIMs, though. You must check the rates specifically for the countries you’re traveling in.

Making things more complicated, Maxroam offers various deals for prepaying different amounts. Its most basic offering includes a SIM with $13.37 credit for $20.12, making the value of the SIM $6.75. But pay $40.23, and you get $40.10 call credit, essentially getting the SIM for free. A SIM with $73.53 of call credit costs only $67.05, so you’re getting that credit as a discount, lowering rates all around.

The best-priced alternative we’ve seen so far, Telestial’s Passport Plus SIM costs a much higher $29 up front, although it gives you slightly lower data rates ($1 instead of $1.10/MB) in most European countries. But wait?it gets more complicated! In Serbia, for instance, Maxroam has much lower data rates ($11.80 per MB versus $15 for Telestial) but higher call rates ($4.01/minute for a local call versus $0.79.) There are other players, too, such as OneSimCard and WorldTravelSIM which may offer lower rates at your destination, especially for voice and text only, but we haven’t reviewed those yet.

Conclusions
We’ve tested a couple of SIMs and roaming solutions. Truphone’s Tru SIM (3 stars) works best in the UK and Australia. Cellular Abroad’s rental phones are overpriced. Telestial’s Passport Plus SIM looks attractive, and we’ll test it soon. For now, Maxroam offers the best balance of price and ease of use for smartphone users, making it our Editors’ Choice for roaming SIM cards.

Heavy data users should also consider XCom Global’s rental hotspot (4 stars), which has unlimited data in some countries. It can be used with Skype for phone calling at extremely low rates, although that solution’s a little clunky. Finally, Boingo Mobile (3.5 stars) sells access to a huge number of Wi-Fi hotspots for an unbeatable $8 per month, but coverage isn’t city-wide and varies dramatically from city to city around the world.
